Changes in Volume and Structure of Heating Radiators Import into Russia in 1st Quarter of 2016

Experts of the Association of Heating Radiator Producers conducted an analysis of changes in the volume and structure of the heating radiators import into Russia in Quarter 1 of 2016.

Major trends:

  • a decrease of aluminum and bimetal heating radiators import into Russia by more than 50%;
  • the Russian Federal Customs Service gets tighter control over customs value  of heating radiators imported into Russia;
  • bimetal heating radiators in whose composition steel content exceeds aluminum content entered the Russian market.

State Council for Construction Results: New Opportunities for Heating Systems Manufacturers

On May 17 the Kremlin hosted a session of the RF Federal Council on developing the construction sector and improving the urban planning.

As Vladimir Putin, President of Russia, noted: “It is obvious that we should establish and legislate standards of construction mandatory to comply with”.

The session results that bear upon the heating equipment market are as follows:

– The State Duma is considering a draft federal law that will allow monitoring construction material prices. In this connection it would be reasonable for heating equipment manufacturers to start paying more attention to optimizing the distribution of their goods.

– Heating equipment and systems will be given special attention while implementing the state policy of enhancing energy efficiency of buildings and constructions.

– Low percent of waste recycling in manufacturing construction material appears to be one of the reasons for high production costs and, consequently, low competitiveness of the industry.

Russian Radiator to Be Opened in Karelia

Aluminum company RUSAL in cooperation with ELSO group will set up a joint venture Russian Radiator to produce aluminum heating radiators.

Manufacturing is to be based on the industrial site of the aluminum plant of Nadvoitsk.

By 2019 Russian Radiator is planning to work in full capacity and manufacture 4 million sections, for which RUSAL will supply about 4 000 tons of aluminum a year.

Chamber of Commerce and Industry Agrees on Measures to Regulate the Heating Systems Market

On April 8, 2016, with the support of the APHR the Chamber of Commerce and Industry of the RF held a round table Russian Market of Heating Systems – Territory of Equal Opportunities and Strict Standards. Representatives of the business sector, authorities and the civil society, the scientific and expert communities agreed on measures of regulating the market and ways of supporting home manufacturers.

With a view to creating favorable conditions for the development of the heating systems market the following measures have been proposed:

– provide regulatory documents with paragraphs binding constructing companies to purchase quality heating equipment;

– introduce mandatory certification of heating devices,

– develop and introduce a system of verifying engineering systems, including heating equipment;

– include radiators and convectors into the independent research program of the Russian Quality System;

– establish check and control of supporting documentation and certificates for heating devices,

– establish control over testing laboratories and certifying centers.

Heating Devices Verification Systems to Be Introduced in Russia

In cooperation with the National Constructors Union, the APHR is developing a Russian engineering equipment verification system. This system will protect the construction market from low-quality heating devices.

In discussion, Aleksey Busakhin, Deputy Chairperson of the National Constructors Union Committee noted that in 90% of the cases characteristics of engineering equipment declared in catalogues did not correspond to the actual features. The designer uses incorrect data, which undermines the project as early as at the stage of equipment selection.

«Then the project goes to the construction site where the customer asks to change this equipment to a cheaper option that is selected in another manufacturer’s catalogue that also contains a mistake, – Aleksey Busakhin points out. – As a result we get a system with wrong parameters, which can lead to unpredictable consequences in operating the buildings».

The National Constructors Union believes that this problem can be solved by introducing a system to verify engineering systems equipment of buildings and constructions. Contemporary European systems, such as TÜV and EUROVENT, are not meant for the Russian climate, so it was decided to develop a Russian system of engineering equipment verification. Subject to verification will be heating devices, air curtains, ventilation aggregates, air diffusers, etc.

The APHR is actively cooperating with NOSTROY in developing the heating equipment verification system.

Aleksey Busakhin warns that this system will not “block” European equipment: «This will not block quality equipment manufacturers, but it will block those who produce low-quality devices. Competition must be fair».

Public Chamber Discusses How to Protect People from Unsafe Radiators

On December 15, 2015, the Public Chamber of the Russian Federation held hearings on “Protecting Consumers from Low-Quality and Unsafe Heating Devices”. The key idea was voiced by the senator Sergey Shatirov: “If the market is governed by clear and equal to all rules the consumers will only benefit from it”. Heating Radiators Manufacturing Plant to Be Launched in North Caucasus

The Expert Council of the Fund for Industrial Development approved allocating a 500 million RUB loan to an Ingushetian company (North Caucasus federal district) manufacturing aluminum and bimetal radiators.

The total expected output of the plant — 3.1 million sections a year. The enterprise is planned to provide over 100 new workplaces. The project costs amount to 885 million RUB.

State Duma Develops Action Plan to Facilitate the EAEU Heating Equipment Market

On October 14, 2015, the State Duma became a platform for dialogue between leading manufacturers of the heating equipment market and the market controllers.

On the agenda – absence of mandatory requirements to heating radiators, price dumping on the part of dishonest importers and “grey import”.

In close cooperation the APHR and the Expert Council of the State Duma conducted a large-scale assessment of the present condition of the market and ways of its further development. The study allowed working out proposals for the federal authorities.
